Talons Changes 2001-2002
Background
For FY 2002, there will be a number of changes to the HBCIS
ADT/PMI which the TII Standards Review Panel have recommended for incorporation
within Transition. These require amendments to the TALONS interface software.
Deliverable
Dates
HBCIS Reference code changes (for 1st July) are
due for loading in two stages, in mid June and after processing of June data by
medical record departments is completed.
TALONS modifications affecting the encounter and morbidity
tables need to be completed by July. Those impacting utilisation need to be
completed by August.
1.
Country Code
The “Country Codes Reference File” in ADM2.8 (ATD) is being completely revised, with existing codes being reused for different countries.
Amendment
For any encounter admitted after 1st July 2001, append an “N” character to the start of the country code field (HKM3CD, 10 char alpha, position ID 50) in Extract XV.

Indigenous/South Sea Islander Status
Two fields are used to indicate Indigenous and South Sea Islander status in ADM2.8 (ATD).
Amendment
Write the contents of Field 11 (Indigenous Status) to
HKOUCD (User Alpha 9, 6 char alpha, position ID 141) in Extract XV. Where Field
12 (ASSI Status) contains a “Y”, write “ASSI”. Where ASSI Status is “Y”,
Indigenous Status should always be “4”. However, if this is not the case,
“ASSI” should still be written to User Alpha 9.

DVA Card Type
Entry to the field DVA Card Type is being standardised in ADM2.8 (ATD) to either “GOLD” or “WHITE”. Data should be reliable from July 2001.
Amendment
Where Field 38 (Health Fund, loaded to HKOICD) = “DVA”, write the contents of Field 40 (Health Fund No.) to HKOSCD (User Alpha 7, 6 char alpha, position ID 139) in Extract XV. Where Health Fund is not “DVA”, leave User Alpha 7 blank. Where a DVA record contains an entry in Health Fund No. longer than 6 characters, any additional characters are to be truncated.

Procedure Date
From 1st July dates will be entered for most ICD Procedure codes. This is to be included within the Extract XVII. Procedures excluded from mandatory date entry requirements are predominantly high volume day cases, and allied health interventions.
Amendment
Write the value from field 04 PR Date from REC2.8 (Medical Records Morbidity) to H5AID1 (Date of Service, Start Position 34, length 8) in Extract XVII – Patient Procedures Input. Where the value is blank, or zero, write the admission date of the inpatient episode.

Facility Code for XVOP Encounters
Facility code is not currently being extracted for non-Inpatient encounters within the Extract XVOP.
Amendment
Write the Facility Code value for linked Outpatient encounters to the HKNYCD (Facility Code, 10 char alpha, position ID 153). For unlinked encounters, continue to default a blank for facility code.
Note: For
Inpatients, this is sourced through Ward, Campus Code, Facility Code. This may
not work for ambulatory attendances with no Ward admission.

Category Code for APP2 Appointments
From March, 2001 waiting list category codes have been added to the HBCIS Appointment Scheduling module (APP2.7). This data is required for some mandatory hospital reporting.
Amendment
Write the Category code
value from field 07 Category to the HKSJCD (Wait
List Category, 5 char alpha, position ID 88) for XVOP records generated from
APP2 clinic attendances.

Specialty Code for APP2 Appointments

in APP2.7 Specialty Codes Reference File to the HKR8CD (EAM
Specialty, 2 char alpha, position ID 66) for XVOP records generated from APP2
clinic attendances.

AUSLAB Billing Code and Consultant to Extract XVI
Two additional fields have been added to end of the AUSLAB extract. These are AUSLAB Billing Code (a one character field indicating AUSLAB billing status), and AUSLAB Consultant (treating consultant for patient at time of test order, as per AUSLAB). These are to be added to User Fields within the Charge Detail extract XVI.
Amendment
Write the AUSLAB Billing Code value (field position 12,
starting at 89, length 1) to the HPLLCE (ChgDtl
User Field 1, 10 char alpha, start position 127) within Extract XVI.
Write the AUSLAB Consultant (field position 13, starting at
90, length 10) to the HPLMCE (ChgDtl User Field 2, 10 char alpha, start
position 137) within Extract XVI.
